The organization involved is the Communist Party spinoff Committees of Correspondence for Democracy and Socialism (CCDS).

Here’s a recent U.S. Congressman conferring with Vietnam’s communist Premier Nguyen Tan Dung on the “reparations” issue – the onlooking bust of Ho Chi Minh is trying hard not to laugh.

The Congressman’s trip was partially funded by a well documented international communist front.
