This is one great example of the ludicrousness 'one size fits all' government.
Just because California and a few other places need to conserve water should not mean that the whole country has to be forced to also.
I live in the heartland of the US and all of my city's water comes from a river. Once the water is 'used' it goes through the treatment plant and back into the river for other communities downstream to use. Whether I use 2 gallons or a 1000 gallons of water to take a shower or flush my toilet it all winds back up in the river, no water is lost.
This should not be a national issue at all. Water conservation should be decided at the local/state level to fit the needs of the people actually affected by it.
